Which plumbing jobs need a permit in Clark County

Who issues your permit?

The first question is not what the job is. It is which government has jurisdiction over your address. Four valley cities run a building department of their own, and Clark County runs one for everywhere else.

Unincorporated Clark County covers Paradise, Spring Valley, Sunrise Manor, Enterprise, Winchester, Whitney and Summerlin South. None of those places sits inside a city, even though the mail goes out addressed as Las Vegas.

Paradise is the clearest example. It contains most of the Strip, the airport and UNLV, and every Paradise address is mailed as Las Vegas. Permits for those properties come from the county, not from City Hall.

Which plumbing work needs no permit at all?

Clark County Code section 22.02.195 lists the exemptions in plain language. Stopping leaks in drain, soil, waste or vent pipe is exempt from permitting, and so is clearing stoppages.

Repairing leaks in pipes, valves or fixtures is exempt as well, along with removing a toilet and reinstalling it. One limit runs through all of it: the exemption ends once concealed piping is replaced or rearranged.

That is why routine drain cleaning or a faucet repair never involves paperwork, while a whole home repipe always does. The test is whether pipe inside walls, ceilings or the slab is being changed.

Everyday plumbing repair sits almost entirely on the exempt side of that line. The paperwork question rarely comes up on a clog or a dripping valve.

Which jobs do need a permit?

Clark County issues a specific set of plumbing permits start to finish online, with no plan review. The list covers water heater, water softener, reverse osmosis, gas re-tag and residential re-pipe. Each permit covers one item.

Replacing a water heater requires a permit, and whoever pulls it becomes the responsible party for the installation. That one line settles a lot of arguments later, especially at resale.

Installing a water conditioning system in the unincorporated county requires a permit and an inspection, whether a homeowner does the work or a company does. The inspection half is what surprises most people.

One item per permit matters when you are planning. A water heater and a softener going in on the same morning are two permits, not one, and each carries its own inspection.

Which code is being enforced right now?

The valley has moved to the 2024 Uniform Plumbing Code. Clark County applies it to permit applications filed from January 11, 2026, and the City of Las Vegas from January 5, 2026.

The valley does not enforce the plain national code. Jurisdictions here apply it together with the Southern Nevada Amendments, written by the Southern Nevada Building Officials. A generic code citation can therefore be wrong locally.

For a homeowner the effect is narrow but real. A fixture or vent arrangement that passes inspection in another state can fail here, because the amendment set is what the local inspector reads from.

Who is allowed to do the work?

Nevada plumbing contractors hold a Nevada State Contractors Board C-1 license, with C-1d covering plumbing specifically. Anyone can search the board's public license records free, by license number, company name or principal.

The search shows which classifications a license carries and whether it is active today. Running that check takes about a minute, and it is the most useful minute a homeowner spends before hiring.

Nevada's small job exemption covers work under $1,000 including labor and materials. It does not apply when a building permit is required, and it does not apply to work of a type a plumbing contractor performs.

There is also an owner-builder path. An owner improving a residence on their own property for their own occupancy can file an Owner-Builder Affidavit of Exemption and directly supervise the work.

What belongs to you and not to the utility?

Inside the Clark County Water Reclamation District service area, the sewer lateral is the property owner's responsibility. That is the line running from the house to the main in the street, including cleaning, repair and replacement.

The district operates more than 2,200 miles of pipeline for more than 240,000 accounts, and its responsibility begins at the main. A blockage in your lateral is your bill and your permit question.

Commercial kitchens carry an extra layer. The Southern Nevada Health District reviews food establishment plans as part of that process. It requires a grease trap or interceptor outside the food establishment wherever possible, never where food is prepared or utensils are washed.
