You are going to tell me to replace the whole thing
Not if a repair holds. The test is simple: if the fixture body is sound and the parts are still made, a rebuild is usually the better value.
The honest exception is a valve body that has already been rebuilt once or twice. At that point another set of parts is money spent twice, and you deserve to be told so plainly.
It is only a drip. I will get to it eventually
A drip is cheap right up until it is not. EPA WaterSense puts average household leak waste above 9,300 gallons a year. Fixing the easy ones cuts a water bill by around 10 percent.
The bigger risk is the seat, not the water. Once scale has scored the sealing surface, the repair stops being a washer and starts being a valve body.

Plenty of people can, and Clark County Code 22.02.195 puts repairing leaks in pipes, valves and fixtures on the list that needs no permit.
The place it goes wrong is the angle stop. Those valves last 8 to 20 years here, and turning a seized one is how a Saturday repair becomes a flooded cabinet.
Why can you not give me a price over the phone?
Because the same symptom has three or four causes with different prices, and guessing one would mean revising it in your kitchen later.
What can be given on the phone is the published market range for that repair and the dispatch fee, both before anyone comes out. That is the honest half of the answer.
Another plumber already fixed this and it came back
That usually means the part was replaced and the cause was not addressed. Scale on a seat, or pressure that runs too high, will destroy a new part on the same schedule as the old one.
Say that on the call, because a repeat fault changes where the diagnosis starts. The pressure gauge comes out before the toolbag does.
